Rupert Murdoch, the billionaire owner of the News of the World, closed down the newspaper, apologized and his company offered a 3 million pound ($4.5 million) damages payout in that one case. But other victims of tabloid phone-hacking want tougher laws and Prime Minister David Cameron has ordered a public inquiry into press ethics.

Top lawyers, editors and politicians agreed during Tuesday's debate on "The Press We Deserve" that Britain's existing Press Complaints Commission, a voluntary self-regulatory body, had failed in its duty to keep the press honest but differed sharply over the solution.

Reuters Editor-at-large Sir Harold Evans, hosting the debate, said the British press was in its greatest danger since two journalists were jailed for not revealing their sources in 1963.

"The expose (about phone hacking) came from the press, yet the press face very big restrictions," he said.

Britain already has some of the world's toughest libel laws - a constant thorn in the side of editors who want to write stories exposing the dirty dealings of the elite.

City University Professor of Journalism and media commentator Roy Greenslade, who has previously worked for Murdoch, agreed that press regulation needed to be changed but cautioned: "What we have to be careful about, in the feeding frenzy on the press, is that we don't do something utterly illiberal. We need to allow the press to misbehave, it needs to be rough and ready and raw."

Ultrasecret satellite spy shop NRO turns 50 (AP)

WASHINGTON ? As it turns 50, the ultra-secretive National Reconnaissance Office is putting a multibillion-dollar misstep behind it and casting its spy satellites on new enemies, from al-Qaida bomb planters to North Korean nuclear engineers, according to its chief.

The agency has launched six satellites in seven months, "the best we've done in about 25 years," said director Bruce Carlson, ticking off what he saw as milestones during rare comments Thursday to reporters.

Data gathered from the NRO's Gorgon Stare of satellites ? named for the mythological gaze that could turn a person to stone ? was hailed as key to helping plan the Navy SEAL raid against Osama bin Laden and to guiding NATO and rebel forces in Libya, Carlson said.

The NRO was founded during the Cold War on Sept. 6, 1961, to spy on the Soviet Union, China and other enemies in the U.S. battle against communism. Today it operates satellites to spot roadside bombs in Afghanistan, helping combat arguably the enemy's deadliest weapon in America's latest war. The NRO still spies on Russia and China.

Carlson, a former Air Force general, was blisteringly blunt about the NRO's recent mistakes; namely, how it ran up a multibillion-dollar bill trying to develop the failed "Future Imagery Architecture" satellite program. FIA, as it was known, was supposed to create a new generation of smaller, cheaper optical and radar satellites.

Instead, the Boeing program never took off, literally. Carlson called it "a colossal failure," but, without going into details, he said the program was now "back on track."

FIA happened before Carlson's watch, but the lesson stuck. U.S. intelligence officials say he is equally blunt with contractors he now manages. Where they used to be allowed to lag on delivering new technology, Carlson threatened to cancel contracts and walk away, said one U.S. intelligence official, speaking on condition of anonymity to discuss intelligence matters.

When Carlson first delivered some of his missives, "jaws dropped," the official said. And behavior changed.

Even a couple of years ago, more than 30 percent of all NRO contracts were performing poorly, Carlson said, but now all are "on contract and on price."

Carlson is already war-gaming what he'll cut if Congress slashes his annual budget, saying he'll sacrifice operations and maintenance to keep the same number of staff on board, and protect the forward-looking science and technology research that works on next-generation satellite equipment and the futuristic equipment the satellites carry.

"We were going to protect our people, the core people of our mission," Carlson said.

And the agency's learned to make do, he said.

"We've got satellites up there that are remarkably old, over a decade old, that were only supposed to live for three or four years," that were designed to collect Soviet communications during the Cold War, Carlson said. "Now they are collecting phone calls or push-to-talk radio signals out of the war zone."

Those signals are used to "geo-locate" the sources of threats. One key NRO program, called Red Dot, is focused on finding improvised bombs, primed to attack U.S. troops in the war zone.

Red Dot works by monitoring Afghan roadways for the electronic signals given off by the transmitters meant to trigger the explosives. Those signals are married up "within minutes" to other intelligence streams, from observation blimps, drones and spy planes. The same technology is being used to hone in on radios used by the Taliban, to narrow their location to an accuracy of just meters, Carlson said.

Carlson said the Red Dot program, in place for about six months, is "about 80 percent effective" in spotting the bombs.

"Even though we still have an unacceptable loss," due to the improvised explosive devices, or IEDs, "we're catching a lot of them," he said.

The NRO's core mission remains spotting long-term threats, like trying to figure out just how far along North Korea's nuclear program has come.

"They are very clever," Carlson said. "They work very hard to deceive us."

The Russians and Chinese present the greatest challenge to U.S. superiority in space, launching so many satellites that low Earth orbit is getting crowded, and that could lead to conflict, Carlson said.

China's "military philosophy goes back to 4,000 years ago," he said. "They believe in deception. My main concern is their intent."

Just in case that intent isn't friendly, Carlson said he wants to build new satellite systems so they can look sideways and out into space, as well as down onto the Earth, so they can react to any new threats in space, in case the game changes between the players on the ground.

China's growing might adds urgency to Taiwan arms calls (Reuters)

BEIJING/TAIPEI (Reuters) ? China's growing military strength, from stealth jets to aircraft carriers and anti-satellite missiles, has shifted the balance of power in the Taiwan Strait to Beijing's advantage, and this will not be materially affected by an imminent arms deal with Taiwan.

The duration of any potential conflict between China and Taiwan will be a matter of days, not weeks or months, analysts and experts say.

The Obama administration is expected to notify formally Congress next week on an arms package including F-16 upgrades for the self-ruled island China claims as its own, but not the new fighters Taipei wanted.

Beijing, meanwhile, has shown no sign of ending an arms build-up that is strategically focused on Taiwan, and analysts say the arms deal will do little to alter the balance.

China's military advances have continued despite a warming of ties across the narrow Taiwan Strait that followed the election of Ma Ying-jeou as president of the democratic island in 2008, and his signing of landmark trade and economic pacts.

Taiwan's military can do little to disguise its unease.

"There have also been no signs of adjustments to military deployments facing our country," Taiwan Defense Minister Kao Hua-chu wrote in July in the foreword to its annual white paper.

"We must build forces that are as impregnable as a rock."

The Defense Department's annual assessment to Congress last month warned that China "remains focused on developing the pre-requisite military capabilities to eventually settle the dispute on Beijing's terms."

Taiwan once held the military edge against a backward Chinese People's Liberation Army (PLA). Today, experts generally agree that in the event of conflict, Taiwan would have at most only a few days to hold off China and get help from outside, most likely the United States, if they were to stand any chance.

"No one's really asking the question, could Taiwan beat China in an all-out conflict," said Matt Durnin, a researcher with the World Security Institute.

"The question they're asking is whether or not Taiwan could survive long enough in a conflict it would be able to recruit other countries to support it politically or militarily."

NO COMPROMISE

China has not compromised on its long-term demand that Taiwan is sovereign Chinese territory and must eventually come under its control.

Beijing's military strategy, despite the warming of ties, remains focused on securing Taiwan, wrote security analyst Dean Cheng of the Heritage Foundation in Washington.

"Coupled with limitations on U.S. weapons sales, Taiwan is falling behind," Cheng said. "Worse, the steady modernization of the PLA has not been matched by Taiwan."

Taiwan in the past was able to rely on China's inability to project power across the strait which separates them, its own technological superiority and the help of the U.S. armed forces in the event of conflict, who would easily outclass China.

"China's increasingly modern weapons and platforms threaten to negate many of those factors upon which Taiwan has depended," the Pentagon said, pointing to China's rapidly modernizing navy and air force and new, formidable ballistic missiles.

Unlike China, Taiwan has no nuclear weapons, and only a small number of Patriot missiles to defend against any missile attack.

Meanwhile, China's military spending spree continues. Beijing in March said it would boost defense spending by 12.7 percent in 2011 to 600 billion yuan ($94 billion), marking a return to double-digit growth.

China downplays its spending, saying it is upgrading its outmoded forces and that its plans do not pose a threat to any country. It also notes its defense budget is far lower than that of the United States.

But President Hu Jintao has made modernizing the navy a priority. China is upgrading its destroyers and frigates to provide capability to sail further and strike harder, and is developing fearsome anti-ship ballistic missiles to take out U.S. carriers.

Last month, China's first aircraft carrier made its maiden run.

Taiwan, which for years relied on better equipment and better training, has been hobbled by the refusal of any country aside from the United States to sell it weapons, fearing an angry response from China. The advantages it once maintained in the air slipped away over the past decade as China modernized.

Despite Taiwan's public calls for weaponry, defense spending has not kept pace. The NT$300 billion ($10 billion) earmarked for this year is just 2.2 percent of gross domestic product (GDP). Ma had promised in his 2008 election campaign to raise that to 3 percent.

AGING FIGHTERS

The aging of Taiwan's fleet of fighters came into stark focus this week with the crash of two U.S.-built F-5 fighters, which it first put into service in the 1970s and still uses for training and reconnaissance missions.

The backbone of Taiwan's air force is made up of some 140 U.S.-made F-16s, about 60 French-built Mirage 2000s and about 130 Ching-kuo Indigenous Defense Fighters. Jets lost in accidents over the years are nearly impossible to replace.

This has spurred Taiwan's requests that the United States sell it 66 new F-16 C/D jets, a more advanced version of the ones they already operate.

The Taiwan-U.S. Business Council, which had lobbied for the sale of advanced weapons, said on Friday Obama had instead approved an upgrade for the existing fleet.

Without new jets, experts say, Taiwan would not last long in a conflict.

Training is the air force's strong suit, but experts say that a well-planned early Chinese missile strike could take out most Taiwan air base runways and leave the island's aircraft, hidden in fortified or mountain bunkers, trapped on the ground.

If the air force is old, Taiwan's navy makes it look like a paragon of modernity. It has four submarines -- two of which date from World War Two and still have some of their original brass fittings -- compared with more than 30 for China, including a few of which are nuclear powered. Rupee off lows on local shares, euro rise (Reuters)

MUMBAI (Reuters) ? The rupee trimmed intraday losses in afternoon trade on Thursday in tandem with the rebound in local equities and some rise in the euro.

* At 2:27 p.m, the partially convertible rupee was at 47.72/73 per dollar weaker than Wednesday's close of 47.62/63 but stronger from the day's low of 47.92.

* The euro was at $1.3764, higher from the day's low of $1.3704 and from $1.3724 at end of rupee trade on Wednesday, while the index of the dollar against six major currencies was at 76.779 points from 76.910 previously.

* The BSE Sensex erased all early losses and rose nearly 0.4 percent.

10,000 Housing Units Discussed For N. Jerusalem?s Atarot Area

The Ministry of Housing is reviving a plan that would provide 10,000 Jewish housing units in Atarot, in the northern capital. The project calls for building on state land next to the area industrial zone, where the no-defunct Atarot Airport once operated, near PA (Palestinian Authority) controlled Kalandia.

The district planning committee, supported by Jerusalem City Hall, is seeking to move ahead with the plan in an expeditious fashion, apparently timed to coincide with the expected PA (Palestinian Authority) announcement of statehood at the end of the month.

Much has been written about book proposals. But less has been written about book marketing plans. This is wrong!

What happens after your book is published has a great deal to do with whether you become published and profitable? or just published.

A book proposal is a direct-marketing document intended to persuade publishers to edit, print and distribute your book. It?s a sales piece intended to communicate the inevitability of your book?s success.

Your book?s marketing plan, however, is intended for an audience of one ? You! It?s not intended for your publisher. Rather, it?s intended to identify the revenue streams that you will develop after your book is published.

Your marketing plan should describe profits you will earn above and beyond royalties from sales of your book. It should describe in detail your market and the steps you will take to earn this income.

The reason to prepare your marketing plan now, before you sign a publishing contract or write your book, is that the success of your marketing plan depends on the way your book publishing contract is negotiated.

Coaching and consulting

Let?s assume, for example, that you plan to use your book as a way of enhancing your visibility and credibility among your target market. At the simplest level, you will want to include your web site address at several points in the book. Knowing this goal, you can insist that the publisher agrees in writing to include your web site address in specific locations in your book.

Remember: promises don?t make it! Let?s take the worst case scenario. You and your acquisition editor agree that you can include five mentions of your web site address in the book. However, as often occurs, the acquisition editor, after signing the contract, fades out of the picture.

The new development editor then informs you that author?s URL?s can only appear in one place, in the author biography hidden toward the rear of the book. When this happens, what happens to your coaching and consulting plans?

Likewise, you may have planned to buy books in case lot quantities for resale and/or distribution to your prospects and clients. Understanding this before you sign the contract, you can include the right to purchase books for resale at trade discounts in your contract, ensuring your ?book pipeline? won?t get turned off.

If you know you want to offer telephone coaching at $75.00 a call, for example, you can negotiate written permission to promote this service within the body of your book.

Remember: promises are written on air. Only written agreements count!

Other back-end profit opportunities based on your book?s title include:

  • Articles, columns, newsletters
  • Yearly updates
  • Special Reports
  • Teleclasses and seminars
  • Speaking and training
  • Audio/video recordings
  • Choosing a web site address based on your book?s title

The possibilities are endless, but nothing can happen if, after signing the contract, the publisher limits your ability to promote your business and your website in your book.

Thus, it?s imperative that you start by preparing a marketing plan that analyzes post-publication profit opportunities and describes the steps needed to make them happen. Only then are you in a position to decide if the publisher?s ?boilerplate? contract meets your needs.

The stronger your book proposal and the more experienced your agent, the more likely you?ll get what you want (need) in your contract.
